AI Literacy Toolkit for EU organisations — show AI Act article 4 effort in one afternoon
Article 4 of the EU AI Act asks every provider and deployer across the EU to "take measures to support the development of AI literacy" among staff — since the 2026 Digital Omnibus (Regulation (EU) 2026/1744, in force 27 July 2026) an effort obligation, not a fixed minimum level you must guarantee. This toolkit gives you a concrete, filled-in starting point to show that in one afternoon, instead of assembling scattered free templates or booking an expensive course.

Who this is for
- EU organisations using AI tools (ChatGPT, Copilot or similar) without a written AI policy or usage register yet.
- HR, compliance or IT owners who need to show article 4 effort without booking an expensive e-learning course or consultant.
- Anyone in any EU member state — not tied to one country's national guidance, verified against the EU regulation directly.
FAQ
- Is AI literacy mandatory for my organisation?
- If your organisation uses or provides AI systems, article 4 of the AI Act asks you to take measures that support AI literacy among your staff. Since Regulation (EU) 2026/1744 (27 July 2026) this is an effort obligation — there is no fixed statutory minimum level or required number of hours, but you do need to be able to show that you took action.
- What exactly do I need to be able to show?
- In practice: an AI policy, an overview of which AI tools are used (the register), and evidence that staff received some training or explanation (the training log). This toolkit gives you all three, filled in with example rows.
- Is this legal advice?
- No. This is a template, not legal advice — no guarantee of full legal compliance is given; national guidance in your member state may add further expectations. Consult a lawyer if in doubt.
- Which software does this work in?
- Standard .docx/.xlsx/.pdf files — opens in Word, Excel, Google Docs/Sheets and LibreOffice, no special software required.
- How long does this take to work through?
- The action plan is designed for one afternoon (roughly 2–3 hours) for an organisation of 10–250 staff; larger or more diverse AI use may take longer.
